    Contract Workers in Japan's Nuclear Utility Industry: Can We Maintain Safety and Health Standards at Nuclear Power Plants?

    : Many small contracting firms are used to maintain nuclear power plants in Japan. The accident at the Fukushima nuclear plant raised the serious question as to whether safety standards can be upheld with this system. A review of regulations governing Japan's nuclear utility industry derived two imperfect information models that implied opposing incentives for utility companies to use contract workers rather than hire employees. We then analyzed the dataset of nuclear plant worker's exposure to radiation in the power generation industry. The results suggest that using contract workers enables the utility companies to implement lower standards than those imposed by regulations and to reduce costs by circumventing responsibilities legally imposed on employers

    Kennedy Space Center's Partnership with Graftel Incorporated

    NASA Kennedy Space Center (KSC) has recently partnered with Graftel Incorporated under an exclusive license agreement for the manufacture and sale of the Smart Current Signature Sensor. The Smart Current Signature Sensor and software were designed and developed to be utilized on any application using solenoid valves. The system monitors the electrical and mechanical health of solenoids by comparing the electrical current profile of each solenoid actuation to a typical current profile and reporting deviation from its learned behavior. The objective of this partnership with Graftel is for them to develop the technology into a hand-held testing device for their customer base in the Nuclear Power Industry. The device will be used to perform diagnostic testing on electromechanical valves used in Nuclear Power plants. Initially, Graftel plans to have working units within the first year of license in order to show customers and allow them to put purchase requests into their next year's budget. The subject technology under discussion was commercialized by the Kennedy Space Center Technology Programs and Partnerships Office, which patented the technology and licensed it to Graftel, Inc., a company providing support, instrumentation, and calibration services to the nuclear community and private sector for over 10 years. For the nuclear power industry, Graftel designs, manufacturers, and calibrates a full line of testing instrumentation. Grafters smart sensors have been in use in the United States since 1993 and have proved to decrease set-up time and test durations. The project was funded by Non-Destructive Engineering, and it is felt that this technology will have more emphasis on future vehicles. Graftel plans to market the Current Signature Sensor to the Electric Utility industry. Graftel currently supplies product and services to the Nuclear Power Industry in the United States as well as internationally. Product and services sold are used in non-destructive testing for valves, penetrations and other applications. Graftel also supplies testing services to an industrial customer base. The customer base includes 90 percent of the U.S. Nuclear plants and plants in Brazil, Europe, and Asia. Graftel works internationally with two representative groups and employees and has ten people at the principle location and a group of contract engineers around the country

    Learning and technological capability building in emerging economies: the case of the biomass power equipment industry in Malaysia

    There is increasing recognition that the transfer of foreign technology to developing countries should be considered in light of broader processes of learning, technological capability, formation and industrial development. Previous studies that have looked at this in the context of cleantech industries in emerging economies tend to overlook firm-level specifics. This paper contributes to filling this gap by utilising in-depth qualitative firm-level data to analyse the extent to which the use of different learning mechanisms can explain differences in the accumulation of technological capabilities. This is explored via an examination of eight firms in the biomass power equipment industry in Malaysia during the period 1970-2011. The paper finds that firms relying on a combination of learning from foreign technology partners and internal learning by planned experimentation make most progress in terms of technological capability. Nevertheless, local spill-over effects were found to be important for some firms who learned principally from imitation of local competitors, although significantly, firms learning from local spillovers failed to advance beyond extra basic operating technological capabilities. Those firms who proactively pursued learning from foreign partners, on the other hand, advanced further, reaching basic innovative levels of technological capabilities. These findings are relevant for a wider range of industrial sectors in emerging economies

    We are pleased to be able to present, in this third volume of the Advances in Industrial and Labor Relations series, some original, important, and in some cases provocative research on industrial relations regulation, bargaining theory, progressive discipline, and occupational influences on unionism. In what follows we will briefly review each of the papers in the volume and pinpoint what we believe to be the major contributions each makes to the advancement of research in industrial relations. Where relevant, we will also mention questions left unresolved by the research at hand and potential directions for future research on the subjects under study
